Self-hosted, cloud-casting RTK correction service

Relay is a GNSS correction service hosted by the Topcon Enterprise Solution.  With a subscription to Relay, users can connect a GNSS base receiver to the Relay service via cellular connection, and thus make this base available for up to 10 rovers.
